The Authority shared its experience to the Rwandan delegation.

The Federal Government Procurement and Property Authority shared its experience to the Rwandan delegation. The main objective of experience sharing is to use the process of the Federal Government Procurement and Property Authority’s successful implementation of the electronic government procurement (e-GP) system, and the legal frameworks and procedures used to effectively manage the procurement system as a benchmark for Rwanda’s e-procurement system.

During the time of experiences sharing, the Director General of the Authority, H.E Mrs. Meseret Meskele, who delivered the welcome speech, explained that the Authority has played a great role in enactment and implementation of procurement and property laws to achieve the highest value for money. H.E. Mrs. Meseret also indicated that the Authority is currently digitizing its operating system and improving the quality and efficiency of service delivery.

Particularly, the Authority has been successful in implementing electronic government procurement (e-GP) system. Here, all Federal Institutions and Branch Offices have been able to conduct their procurement entirely through the system. She also explained that the Authority has been able to implement Proclamation 1333/2024 and the directives and other operating systems used to implement the Proclamation to effectively manage the electronic government procurement (e-GP) system.

On the other hand, Mr. Ewnetu, the founder and manager of Perago, gave a general overview of the electronic government procurement system and explained that the electronic government procurement (e-GP) system has been a successful in a short period of time. Mr. Ewnetu explained that this system, which was launched in 2019 in 9 institutions, is currently being used by all federal institutions and has been extensively deployed to the regions; and regions are also building the capacity to use it.
