(ሰኔ 19/2017 ዓ.ም )፣ የመንግስት ግዥና ንብረት ባለስልጣን የአሰራር ስርዓቱን ለማዘመንና ቅንጅታዊ አሰራርን ለማሳደግ በየደረጃው ከሚገኙ ባለድርሻ አካላት ጋር ውይይት እያደረገ የሚገኝ ሲሆን ዛሬ በቢሾፍቱ ከተማ ፒራሚድ ሆቴል ከሁሉም ዩኒቨርሲቲዎች ከተውጣጡ ከፍተኛ አመራሮች ጋር ውይይት እያደረገ ይገኛል።
በውይይቱ ላይ ባለስልጣኑ መስሪያ ቤቱ በ2017 በጀት ዓመት የተተገበሩ አበይት ተግባራት በዋና ዳይሬክተሯ ክብርት ወ/ሮ መሰረት መስቀሌ እየቀረበ የሚገኝ ሲሆን የ2018 እቅድና እና ሌሎች የሪፎርም ስራዎች ቀርበው ውይይት የሚደረግባቸው ይሆናል።
(June 25, 2025), The Public Procurement and Property Authority shared its experience with a delegation from the South-western African country, Namibia. The representatives from the Office of the Prime Minister, the Ministry of Finance , and the Central Procurement Board,were the participants.
The team has shared ideas on the way how the procurement and Property management system were performed its task, the responsibilities of the authority in general , the way how the electronic government procurement system is implemented, the current status of the electronic government procurement system, the problems encountered, and the solutions adopted to make the system sustainable.
The Director General of the Public Procurement and Property Authority, Ms. Meseret Meskele, explained the the key responsiblities of the Authority by refering the procurement laws and proclamations as if eGP system is the key element to make the procurement modernize and to ensure value for money.
She also explained that a lot of tasks is being done to modernize and digitalize the procurement system in Ethiopia as if, it has made a significant role in increasing the number of participants,establishing a transparent procurement system, expanding accessibility and accountability, and ensuring an efficient and effective procurement system.
Mr. Ewnet Abera, (CEO , Perago and owner of eGP system) has also explianed the nature and structure of the system , the implementation process of eGP, problems the system face during implementation and mitigation solutions that they take in to cosideration to have such out come in the implementation process.
In his explanation the system provides transparency, integrity and accountability that reflect value for money, and also creating a quality and efficient procurement system. He also generalize the system sustainablity requires leadership dedication and commitmet.
Finally, various questions were raised from delegates and explanations were delivered . And procurement process of Namibia was presented by head of delegates too.
(ሰኔ 17/2017 ዓ.ም)፣ የፌዴራል የመንግስት ግዥና ንብረት ባለስልጣን ከሁሉም የፌደራል ባለበጀት መ/ቤቶች የሥራ ኃላፊዎች እና የግዥና ንብረት ኃላፊዎች ጋር የ2017 በጀት ዓመት የእቅድ አፈፃፀም ዙሪያ በጋራ ለመገምገም እና የቀጣይ በጀት ዓመት ዕቅድን የጋራ ለማድረግ በማለም የተዘጋጀ መድረክ ነው ።
የእቅድ አፈፃፀም ሪፖርቱ በባለስልጣኑ ዋና ዳይሬክተር ክብርት ወ/ሮ መሰረት መስቀሌ የቀረበ ሲሆን በሪፖርቱ በበጀት ዓመቱ የተከናወኑ አበይት የሪፎርም ስራዎች፣ አዲሱን አዋጅ 1333/2016 ተከትሎ የወጡ የህግ ማዕቀፍ ዝግጅትና ማሻሻያ ሥራዎችና የተካተቱ መሠረታዊ ለውጦች፣ የኤሌክትሮኒክ ግዥ ሥርዓቱን ወደ ክልሎችና ከተማ መስተዳድሮች ከማውረድ ጋር የተያያዙ ተግባራት፣ የተዘጋጁና ጸድቀው ተግባር ላይ የዋሉ መመሪያዎች፣ የአገልግሎት አሰጣጥን ጥራትና ቅልጥፍናን ለመጨመር የተተገበሩ የዲጅታል ስራዎች በተለይም የመንግስት ኤሌክትሮኒክ ግዥ (ኢጅፒ) ትግበራን ይበልጥ ለማሳለጥ የተሻሻሉ ትግበራዎችና የሲስተሙ ጠቀሜታዎችና አዋጭነት ፣ የቅንጅታዊ አሰራር ውጤታማነትን ለማሳደግ የተሰሩ ስራዎች፣ የተሠጡ ስልጠናዎችና የግንዛቤ ማስጨበጫ ሥራዎች፣ ያጋጠሙ ችግሮች፣ የተወሰዱ የመፍትሔ አቅጣጫዎችና የተገኙ ውጤቶች በስፋት ተተንትነው ቀርበዋል።
ዋና ዳይሬክተሯ አያይዘውም የ2018 በጀት ዓመት እቅድን ያቀረቡ ሲሆን እቅዱ የ2017 በጀት ዓመት ክንውንን መነሻ ያደረገና የተገኙ መልካም ውጤቶችን የምናስቀጥልበት በሌላ በኩል የነበሩብንን ክፍተቶች የምንሞላበት እንዲሆን ተደርጎ የተዘጋጀ ነው ሲሉ አብራርተዋል።
በተጨማሪም በኢ.ጂ.ፒ ሲስተም ትግበራ ዙሪያ የተደረጉ ማሻሻያዎች በአቶ እውነቱ አበራ (የኢ.ጂ.ፒ. ሲስተም አልሚና የፔራጎ ሥራ አሰኪያጅ ) የቀረበ ሲሆን ፣ በውስጥ አቅም ለምተው ስራ ላይ የዋሉ ዲጂታል ስራዎች (website, e- learning, letter management, …) በኢጂፒ ፕሮጀክት የአፕሊኬሽን ቲም ባለሞያ አቶ ኃይለሚካኤል ገብሩ አማካኝነት ቀርበው ውይይት ተደርጎባቸዋል።
በመጨረሻም የቀረቡትን ገለፃዎችን መነሻ በማድረግ ከመድረክ ጥያቄዎችና አስተያየቶች የተነሱ ሲሆን በባለስልጣኑ ዋና ዳይሬክተር ምላሽና ተቋማዊ የማጠቃለያ እና የቀጣይ የጋራ ስራ አቅጣጫዎችና የባለስልጣኑን የመተግበር ዝግጁነት በመግለጽ የዕለቱ መርሃ-ግብር ተጠናቋል።

የእቅድ አፈፃፀም ሪፖርቱ በባለስልጣኑ ዋና ዳይሬክተር ክብርት ወ/ሮ መሰረት መስቀሌ የቀረበ ሲሆን በሪፖርቱ በበጀት ዓመቱ የተከናወኑ አበይት የሪፎርም ስራዎች፣ የአገልግሎት አሰጣጥን ጥራትና ቅልጥፍናን ለመጨመር የተተገበሩ የዲጅታል ስራዎች፣ ቅንጅታዊ አሰራር ውጤታማነትን ለማሳደግ የተሰሩ ስራዎች፣ የሰው ሀይል ግንባታ ላይ የተከናወኑ አበይት ተግባራት፣ ያጋጠሙ ችግሮች፣ የተወሰዱ የመፍትሔ አቅጣጫዎችና የተገኙ ውጤቶች በስፋት ተተንትነው ቀርበዋል።
ዋና ዳይሬክተሯ አያይዘውም የ2018 በጀት ዓመት እቅድን ያቀረቡ ሲሆን እቅዱ የ2017 በጀት ዓመት ክንውንን መነሻ ያደረገና የተገኙ መልካም ውጤቶችን የምናስቀጥልበት በሌላ በኩል የነበሩብንን ክፍተቶች የምንሞላበት እንዲሆን ተደርጎ የተዘጋጄ ነው ሲሉ አብራርተዋል።
