Federal Public Procurement and Property Authority Shares e-GP System Advancements with 4th Nigerian Delegation

(Oct 22/2026|Addis Ababa)- The Federal Public Procurement and Property Authority (FPPPA) hosted public sector delegation from Nigeria for a 4th round of experience sharing focused on Ethiopia’s Electronic Government Procurement (e-GP) system. The study tour aimed to provide Nigerian officials with practical insights into Ethiopia’s digital transformation in public financial management, transparency, and market competition.
Delivering the welcoming speech and main briefing, Mr. Yafet Mekonin, e-GP Project Manager at FPPPA, welcomed the Nigerian delegates and presented key operational achievements and reform strategies driving the platform. He highlighted that the e-GP system is not an IT project rather it serves as a foundational component of the national Digital Ethiopia initiative.

During his presentation, Mr. Yafet emphasized that digital transformation requires more than technology alone, noting that it needs a robust legal and regulatory foundation, institutional ownership, capacity building, standardized bidding documents, and infrastructure to sustain, with the ultimate goal of achieving value for money. Updating the delegation on deployment progress, he reported that 100 percent of Federal Budgetary Institutions have fully implemented the e-GP platform and Efforts to devolve functions to the regions are being carried out extensively.

During the sessions, the Nigerian delegates raised specific questions regarding how Ethiopia successfully managed the change management process and overcame initial resistance during the transition from paper-based to electronic procurement. They also inquired about technical integration with other systems, data security maintenance, and regional compliance enforcement.

In response, the FPPPA e-GP team shared that top-level leadership commitment and extensive stakeholder training were pivotal in overcoming cultural resistance. Addressing technical inquiries, the team explained that seamless system-to-system (API) connections with financial institutions eliminated paper-based fraud, while a phased regional rollout strategy combined with robust helpdesk support ensured high system reliability.
