(መጋቢት 12/2018 ዓ/ም)፣ የኢፌዴሪ የመንግስት ግዥና ንብረት ባለስልጣን ለአመራሮች ብዝሃነትን ማስተዳደር  እና የአካቶ ትግበራ ላይ ስልጠና ሰጥቷል።

ስልጠናውን የሰጡት የሀዋሳ ዩኒቨርሲቲ መምህር የሆኑት መልሰው ደጀኔ (ዶ/ር) እንደገለጹት ብዝሃነት ከማህበራዊ፣ ከቋንቋ፣ ከአስተሳሰብ፣ ከጾታ፣ ከባህል እና መሰል ጉዳዮች ጋር ሊታይ የሚችል ሲሆን ብዝሃነትን መቀበልና በአግባቡ ማስተዳደር መቻል ስኬትን ለማብሰር ወሳኝ መሆኑን አብራርተዋል።

እንደ ዶ/ር መልሰው ገለጻ ብዝሃነትን መቀበል፣ ማክበርና ማስተዳደር ውጤታማ የስራ ባህል እንዲዳብር እና ጠንካራ የእርስ በእርስ ግንኙነት እንዲፈጠር በማድረግ የተቋም ግብ እንዲሳካ የሚኖረው ሚና የጎላ ነው።

ዶ/ር ደጀኔ አክለውም ብዝነትን መቀበልና ማክበር እንደተጠበቀ ሆኖ በተቋማት ውስጥ አካታችነትን መተግበር መቻል ሀገርን የሚመስል ተቋም ለመገንባት ትልቅ አስተዋጽዖ እንዲሚኖረው የገለጹ ሲሆን ይህን በውጤታማነት ለመተግበር የተቋማት ከፍተኛ እና መካከለኛ አመራሮች ያላቸው ሚና አይተኬ መሆኑን አመላክተዋል።

በስልጠናው ማጠቃለያ ላይ ብዝሃነትንና ማህበራዊ አካቶን በሚመለከት በባለስልጣኑ ነባራዊ ሁኔታ ላይ ማብራሪያ የሰጡት የባለስልጣኑ ዋና ዳይሬክተር ክብርት ወ/ሮ መሰረት መስቀሌ እንደገለጹት ባለስልጣኑ ብዝሃነትን ያከበረና አካታችነትን በህግና በአሰራር ስርዓት ሳይቀር አካትቶ እየተገበረ እንደሚገኝ ገለጸዋል። ክብርት ወ/ሮ መሰረት ሲያብራሩ ባለስልጣኑ ማህበራዊ አካትቶን በሚመለከት የግዥና ንብረት አዋጁን በብሬል ከማሳተም ጀምሮ የስርዓተ ጾታ እና ማህበራዊ አካትቶ ትግበራ ማኑዋል አዘጋጅቶ እየተገበረ እንደሚገኝ ጠቅሰዋል። ከዚህም በተጨማሪ በግዥና ንብረት አዋጁ ለሴቶች፣ ለአካል ጉዳተኞች፣ ለአነስተኛ እና ጥቃቅን አምራቾች ልዩ ጥቅም እንዲያገኙ የሚያደርግ ድንጋጌ መኖሩንም አብራርተዋል።

(መጋቢት 11/2018 ዓ/ም)፣ የኢፌዴሪ የመንግስት ግዥና ንብረት ባለስልጣን በደቡብ ኢትዮጵያ ክልላዊ መንግስት በጋሞ ዞን በተለያዩ ወረዳዎች በደረሰው የጎርፍ አደጋ በቦታው በመገኘት የተሰማውን ሀዘን ገልጾ ድጋፍ አድርጓል።

ባለስልጣኑ በጋሞ ዞን አስተዳደር ተገኝቶ ሀዘኑን የተጋራ ሲሆን ጉዳት ለደረሰባቸው ወገኖች ከ500,000 ብር በላይ ግምታዊ ዋጋ ያለው የምግብ ዱቄት አበርክቷል።

የባለስልጣኑ ዋና ዳይሬክተር ክብርት ወ/ሮ መሰረት መስቀሌ ድጋፉን ባበረከቱበት ወቅት የተሰማቸው ጥልቅ ሀዘን ገልጸው ጉዳት ለደረሰባቸው ሰዎች መጽናናትን ተመኝተዋል።

(መጋቢት 10/2018 ዓ.ም)፣ የኢፌዴሪ የመንግስት ግዥና ንብረት ባለስልጣን የተቋማት ግዥ ባለሙያዎችን አቅም አጎልብቶ የግዥና ንብረት ጥራትና ቅልጥፍናን ለመጨመር እና የመንግስት ገንዘብ ሊያስገኝ የሚችለውን ዋጋ እንዲያስገኝ ለማስቻል የህግ መዕቀፎችን ከማሻሻል ጀምሮ የተለያዩ ጥረቶችን ሲያደርግ ቆይቷል።

ባለስልጣን መስሪያ ቤቱ የግዥና ንብረት ባለሙያዎችን አቅም ለማጎልበት በተለይም አጫጭር ስልጠናዎችን እና ድጋፎችን እየሰጠ የሚገኝ ሲሆን የፌዴራል የግዥ ባለሙያውችን ብቃት ለማሳደግ የሙያ ብቃት ስልጠና (professionalization Training) ለመስጠት ቀደም ብሎ  ከአዲስ አበባ ሳይንስና ቴክኖሎጂ ዪኒቨስሪቲ ጋር አብሮ መስራት የሚያስችለውን ስምምነት መሰረት ስልጠናውን ለማስጀመር በሚያስችላቸው እቅድ ላይ ውይይት አድርገዋል።

በውይይቱ ወቅት ከእቅድ በተጨማሪ በባለስልጣን መስሪያ ቤቱ በተዘጋጁት የስልጠና ሞጁሎች ላይ ከአዲስ አበባ ሳይንስና ቴክኖሎጂ ዪኒቨሲሪቲ አመራሮች ጋር ውይይት አድርጓል።

በውይይቱ ላይ እንደተገለጸው ዲጂታል የግዥና ንብረት ስርዓትን ለማጠናከር ስልጠናው ተግባር ተኮር መሆን እንዳለበት የተገለጸ ሲሆን የአዲስ አበባ ሳይንስና ቴክኖሎጂ ዩኒቨርሲቲ የባለሙያዎችን በቃት በማሳደግ በኩል የራሱን ሚና እንደሚወጣ በውይይቱ ተገልጿል።

The Federal Public Procurement and Property Authority is fully digitizing its services to enable its operating system and to achieve the highest value for government money.

In this regard, electronic Government Procurement System is highly productive, and here the Authority is supporting digital economy that our country has started. The Authority has put valued effort to engage all Federal Government Organizations, including higher education institutions to implement e-GP by providing training, support and urgent solutions to the emerging problems.

Today, the Authority discussed with Jean-Benoit Perrot-Minnot, Team Leader, Financial Management Team of the French Development Agency, and his team on the possibility of strengthening e- GP and other operating systems.

Director General of the Authority, H.E. Mrs. Meseret Mesekele, who highlighted the activity, said that the Authority is working towards a vision of becoming one of the leading institutions in Africa by 2030 by strengthening a modern Public Procurement and Property management system, and that it has fully digitized its system to achieve this vision.

H.E. Mrs. Meseret explained that there was a great struggle to bring the electronic government procurement system to its current level, including other operational systems. However now, the system has become effective and the authority shares its experience for many African countries.

She also stated that the Authority will continue strengthening institutional reforms effectively, modernizing service delivery, and carrying out capacity building for the organizations implemented and Regions and City Administration in the future.

Despite this, budget shortages, lack of international institutions for experience sharing, and limited infrastructure have been raised as problems.

Mr. Jean-Benoit Perrot-Minnot, for his part, stated that the institutional reform being carried out by the Authority and the operational systems being implemented will contribute significantly to the digital economy, and expressed his organization’s willingness to provide financial, consulting, and training support.
