የመንግስት ግዥና ንብረት ባለስልጣን የአገልግሎት አሰጣጡን ጥራትና ቅልጥፍና ለማሳደግ ከባለድርሻ አካላት እና ከተገልጋዩ ማህበረሰብ ጋር ቀጣይነት ያለው ውይይትና ምክክር እያደረገ የሚገኝ ሲሆን ዛሬ ከፌዴራል የመንግስት ተቋማት ሀላፊዎች፣ ከግዥ ዳይሬክተሮችና ከሚመለከታቸው የስራ ክፍሎች ጋር ውይይት እያደረገ ይገኛል። ውይይቱን በንግግር የከፈቱት የኢፌዴሪ ገንዘብ ሚኒስቴር ሚኒስትር ክቡር አቶ አህመድ ሽዴ እንደገለጹት የመንግስት ትልቁ በጀት ለግዥ አገለግሎት የሚውል በመሆኑ ይህን በጀት በስርዓት መምራትና የመንግስት ገንዘብ ሊያስገኝ የሚችለውን ዋጋ እንዲያስገኝ ማድረግ ያስፈልጋል። በዚህ ረገድ የመንግስት ኤሌክትሮኒክ ግዥ (e-GP) ትልቅ ሀግራዊ ሚናን እየተወጣ የሚገኝና ውጤታማነቱን ለማስቀጠል ላለፉት ስድስት ወራት ማሻሻያዎች ሲደረጉ እንደቆዩ ገልጸዋል።

The Federal Government Procurement and Property Authority shared its experience to the Rwandan delegation. The main objective of experience sharing is to use the process of the Federal Government Procurement and Property Authority’s successful implementation of the electronic government procurement (e-GP) system, and the legal frameworks and procedures used to effectively manage the procurement system as a benchmark for Rwanda’s e-procurement system.

During the time of experiences sharing, the Director General of the Authority, H.E Mrs. Meseret Meskele, who delivered the welcome speech, explained that the Authority has played a great role in enactment and implementation of procurement and property laws to achieve the highest value for money. H.E. Mrs. Meseret also indicated that the Authority is currently digitizing its operating system and improving the quality and efficiency of service delivery.

Particularly, the Authority has been successful in implementing electronic government procurement (e-GP) system. Here, all Federal Institutions and Branch Offices have been able to conduct their procurement entirely through the system. She also explained that the Authority has been able to implement Proclamation 1333/2024 and the directives and other operating systems used to implement the Proclamation to effectively manage the electronic government procurement (e-GP) system.

On the other hand, Mr. Ewnetu, the founder and manager of Perago, gave a general overview of the electronic government procurement system and explained that the electronic government procurement (e-GP) system has been a successful in a short period of time. Mr. Ewnetu explained that this system, which was launched in 2019 in 9 institutions, is currently being used by all federal institutions and has been extensively deployed to the regions; and regions are also building the capacity to use it.

(ጥር 02/2018 ዓ.ም)፣ የመንግስት ግዥን ንብረት ባለስልጣን ከኢፌዴሪ የህዝብ ተወካዮች ምክር ቤት ቋሚ ኮሚቴ ሰብሳቢና ምክትል ሰብሳቢዎች፣ ከፕላን፣ በጀትና ፋይናንስ ቋሚ ኮሚቴ አባላት፣ ከአማካሪ ኮሚቴ አመራር እና ከምክር ቤቱ ሴቶች ኮከስ አመራሮች ጋር ውይይት አድርጓል።

በውይይቱ የመክፈቻ ንግግር ያደረጉት የፕላን፣ በጀትና ፋይናንስ ቋሚ ኮሚቴ ሰብሳቢ የተከበሩ አቶ ደሳለኝ ወዳጄ እንደገለጹት ግዥ ውስብስብና ከፍተኛ የመንግስት በጀት የሚፈስበት በመሆኑ ይህን ውስብስብና ከፍተኛ በጀት የሚፈስበትን ስራ ዲጂታላይዝ በማድረግ በማኑዋል ግዥ ሲታዩ የነበሩ ችግሮችን በመቅረፍና የመንግስት ገንዘብ ሊያስገኝ የሚችለውን ዋጋ እንዲያስገኝ በማድረግ በኩል ባለስልጣኑ የሄደበት ርቀት እጅግ የሚያኮራና የሚያስመሰግን ነው። ስለሆነም ባለስልጣን መስሪያ ቤቱ የበለጠ ስኬታማ እንዲሆን ቋሚ ኮሚቴው የበለጠ ማገዝ ያስፈልጋል ብለዋል።

ውይይቱ የመንግስት ግዥና ንብረት ባለስልጣን እያከናወናቸው በሚገኙ ክንውኖች፣ የዲጂታል ስራዎች፣ የግዥና ንብረት የህግ ማዕቀፎች እና ወደፊት በትኩረት ሊሰራባቸው በታቀዱ ጉዳዮች ላይ ትኩረት ያደረገ ነው።

የውይይት መነሻ ጽሁፍ ያቀረቡት የመንግስት ግዥና ንብረት ባለስልጣን ዋና ዳይሬክተር ክብርት ወ/ሮ መሰረት መስቀሌ በገለጻቸው ባለስልጣን መስሪያ ቤቱ የአገልግሎት አሰጣጡን ቀልጣፋ፣ ጥራቱን የጠበቀ፣ ከአድልዖ የጸዳና አሳታፊ ለማድረግ ሙሉ በሙሉ ዲጂታላይዝ የማድረግና ከእጅ ንክኪ ነጻ የማድረግ ስራ እየተሰራ መሆኑን አመላክተዋል። በዚህ ረገድ የመንግስት ኤሌክትሮኒክ ግዥ (e-GP System)፣ የተሽከርካሪ ስምሪትና ቁጥጥር ስርዓት (e-Fleet Management)፣  ዲጂታል ደብዳቤ መላኪያ፣ መቀበያ (e- lettering) እና ሌሎችም ስርዓቶችን የፌዴራል የመንግስት ተቋማት ጭምር እንዲተገብሩት በማድረግ ባለስልጣኑ ከፍተኛ ሚና እየተጫወተ እንዳለ ተብራርቷል።

በውይይቱ ባለስልጣኑ እጅግ ዘመናዊ የግዥና ንብረት አሰራር ስርዓት እንደዘረጋና ይህም ለሀገር ሁለንተናዊ እድገት ያለው ፋይዳ ከፍተኛ መሆኑን የምክር ቤቱ አባላት ገልጸዋል። የምክር ቤቱ አባላት እንደገለጹት ሀገር የጀመረችውን የእድገት ጎዳና እውን የምታደርገው ጠንካራ እና ውጤታማ ተቋማትን መፍጠር ሲቻል ነው። በዚህ በኩል የባለስልጣኑ ዲጂታል ስራዎች በዚህ ይስተካሉ የሚባሉ አይደሉም፤ በተለይም  አገልግሎቱን ወደ መሶብ አንድ ማዕከል ማስገባቱ እና ክልሎችን ወርዶ መደገፍና ስርዓቱ እንዲሰፋ ለማድረግ የተደረገው ጥረት እጅግ የሚመሰገን ነው። ስለሆነም ስራዎችን ማስቀጠል ያስፈልጋል ብለዋል። 

በመጨረሻም ከምክር ቤቱ አመራርና አባላት የተለያዩ አስተያየቶችና ጥያቄዎች የቀረቡ ሲሆን በዋና ዳይሬክተሯ ምላሽና ማብራሪያ ተሰጥቶባቸው ውይይቱ ተጠናቋል።
