The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the International Development Association (IDA) and other donor partners toward the cost of the Productive Safety Net Program 4 (PSNP 4) and intends to apply part of the proceeds to payments under the contract for the procurement of 80,000 MT of wheat grain.

The Public Procurement and Property Disposal Service (PPPDS) on behalf of the Food Security Coordination Directorate of the Ministry of Agriculture now invites eligible bidders for the supply of 80,000 MT wheat grain.

Bidding will be conducted through the Modified International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits January 2011, Revised July 2014 and is open to all bidders from Eligible Source Countries as defined in the Guidelines. Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the address given below from 8:30 AM to 5:30 PM local time during official working days.

Qualification requirements include:

  1. Financial capacity
  • The bidder must demonstrate that its average annual turnover over the last 3 years (2016-18) is $ 32 Million.
  • The bidder must demonstrate access to, or availability of, financial resources such as liquid assets and lines of credit (with a letter of commitment from a reputed Bank acceptable to the purchaser) as evidence, other than any contractual advance payments to meet the cash flow requirement of US$12,000,000.
  • The bidder will also have to submit audited balance sheets and income statements or, if not required by the law of the bidder's country, other financial statements acceptable to the purchaser, for the last three years (2016-18) to demonstrate that Bidder's net worth calculated as the difference between total assets and total liabilities is positive in each of the three years.

 

  1. Average Annual Supply
  • Submission of acceptable evidence to the Purchaser that demonstrates the supplier’s Minimum average annual supply of 80,000MT of cereals over the last three years (2016-18) (wheat, maize and rice).

 

  1. Similar Experience

 

The suppliers shall furnish documentary evidence to demonstrate that it meets specific experience under supply of wheat grain contracts, at least 3contracts within the last 3 years (2016-18), each with a quantity of at least 80,000 MT of wheat grains per contract, that have been successfully and substantially completed.

Bids must be delivered to the address below at or before 26 November 2019 at 10:00 AM local time. Electronic bidding will not be permitted. Late bids will be rejected.  Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below on 26 November 2019 at 10:30 AM local time. All bids must be accompanied by a Bid Security valued at $ 280,000 in a freely convertible currency. The bid security should be in the name of Food Security Coordination Directorate of the Ministry of Agriculture.
