Bid Description

The consulting services (“the Services”) include: Delivering the Transport and Traffic Management Systems (TTMS) by designing and supervising the whole program, which is split into two phases:

 

Phase I: This is a lump sum assignment basically aiming to do more discovery, refine and agree all requirements, and finally tender for and on-board the SI (System Implementation) Firm (duration 9 months)

 

  • To extend and refine the High-level Enterprise Architecture already previously defined, discover more about the existing Business, Application and Data systems, and recommend possible solution options with pros and cons for decision making.
  • To discover the existing ICT infrastructure (Data centres, WAN, LAN and office end points) in order to propose an optimal solution within budget.
    • To supply /identify Subject Matter Experts in the form of Road Safety Consultants to ensure full coverage of international best practice covering Drivers Licenses, Vehicle Registration, Penalty and Accident Management
    • To establish a team structure that includes the future SI firm and specify the Program methods and processes to be used across the whole Program between all stakeholders.
    • To prepare detailed requirement specifications (functional and non-functional requirements, and quality control and testing approach, and physical equipment specifications (ICT, Power, End user devices, etc.);
    • To design the network infrastructure and power solution required for the system.
    • Develop high level design of the all TTMS programme. To Develop business sustainability model, change management strategy, Information Security guideline and access to information manual,
    • To develop high level solution architecture of the whole system.
      • To prepare the rollout approach for the systems delivery (Incl. Functional, Business readiness and Geographic distribution),
      • To develop TOR and biding documents for hiring of a systems implementation firm and assist on the procurement process of the firm.

Phase II: This is also a lump sum assignment aiming at program managing, solution architecting and supervising the system implementation until the rollout is completed and accepted. (Duration = 2-2.5 years)

  • To run the program in agile /Iterative methodology, and develop a detail solution architecture design of the whole system and work together with SI firm in agile method;
  • To supervise and assure the development, implementation and perform quality and security testing.

Expected outputs of the Project are; Establish a Secured Driver Training, Testing and Licensing System; Establish a Secured Vehicle Registration and Inspection System; Establish a Penalty Management System; Establish a Road Accident Management System; Establish the ICT Infrastructure and connectivity; Establish sustainable power options for regional and zonal offices; Establish a Central Help Desk Ticket System; and, Establish Crosscutting functionalities
