United State of Trade and Development Agency (USTDA) has delivered a three days training in collaboration with Gorge Washington University on Government Procurement Initiative (GPI) to procurement professionals of Public Procurement and Property Administration Agency and different Federal Offices on October 13-15/2015 at Capital Hotel conference Hall here in Addis Ababa.

Ato Tsegaye Abebe Director General of the Public Procurement and Property Administration Agency addressed in his key note speech; the purpose of this training is increasing the efficiency, fairness, and transparency of the expenditure of public resources is critical to sustainable development and the reduction of poverty.

The General Director stated; in Ethiopia out of the total Government resources, procurement of goods, works, and services constitute a major share (60% to 70%) of public expenditure. That is why efficient and value for money procurement continue to be a major factor in the achievement of the second Growth and Transformation Plan (GTPII); which is expected to be realized in the coming five years 2015-2020.

In addition Ato Tsegaye also said this important training, which USTDA delivered in collaboration with George Washington University Government Procurement Program, through a strategic partnership with Public Procurement and Property Administration Agency (PPA) will go a long way in meeting our objectives to create a critical mass of qualified procurement staff in Ethiopia and USTDA  to continue its support by offering additional opportunities, as it would help to enhance our efforts to professionalize the procurement function champions by our Agency and Ethiopian Civil Service University.

Finally The General Director recognized the efforts of FPPAs’ staff and officials of the American Embassy in Addis, who have worked as a counterpart with USTDA.

During the training questions and comments has been raised by participants and answers were given by Trainers.

In this three days training 100 trainees of PPAs’ and different Federal Offices Procurement Professionals’ were participated.

ADDIS ABABA, Ethiopia – Today, in tandem with President Obama’s visit to Ethiopia, the U.S. Trade and Development Agency signed a Memorandum of Understanding (MOU) with the Public Procurement and Property Administration Agency (FPPA) of the Federal Democratic Republic of Ethiopia to promote transparency and better value in the procurement of large infrastructure projects. The MOU establishes Ethiopia as the fourth partner country under the Agency’s Global Procurement Initiative: Understanding Best Value (GPI). Under the partnership, USTDA will provide training to Ethiopian government officials on how to obtain best value and incorporate life cycle cost analysis in public procurement processes, while doing so in a fair and open manner.  
“Procuring large infrastructure projects is a challenge in any country, and is frequently impeded by focusing on lowest price over long-term value for the government,” said USTDA Director Leocadia I. Zak, who signed the MOU alongside FPPA Director General Tsegaye Abebe. “USTDA promotes transparency and fairness throughout all of our GPI work as a means to ensure good governance and proper stewardship of public funds.”

In October 2015, USTDA will hold a GPI workshop in Addis Ababa for procurement officials from various Ethiopian ministries and departments. As a follow on, the Agency will invite a group of senior officials to the United States in spring 2016 to share best practices and lessons learned from U.S. federal, state and municipal procurement systems. Incorporating value into procurement processes can assist Ethiopia in meeting the goals of its Growth and Transformation Plan, while helping the FPPA serve as a model procurement agency in the East Africa region.

Public Procurement and Property Admin istration Agency in collaboration with the World Bank Ethiopia country office is conducting training on Procurement Audit and Complaint handling on June 8-19/2015 at the conference Hall of Executive Hotel in Adama.

The opening remark of the training was made by Ato Jonse Gedefa Deputy Director General of Public procurement and Property Administration, in his opening speech the director said the aim of the training is to strengthen public procurement audit and Complaint handling at the Federal and Regional states.The director also mentioned some of reform activities that includes revision of legal frame works professionalization of procurement and property administration experts, strengthening the overall procurement audit and Complaint handling system at the Federal, Regional states, and City Administrations.According to Ato Jonse, Public Procurement and property management is one of the focus area of Ethiopian Government as annual budget of the country is increasing because of this  the share of budget that goes to procurement is also increasing at Federal, Regional states and City Administrations. Therefore such kind of training is very crucial to create capacity at all levels.Procurement consultant Joseph Ogachi and his coworkers expressed, structure of proc- urement Audit, unit objectives, Applicable law, structures, the Agency, Functions of the Agency,Powers of the Agency Audit Directorate, Audit staffing, Auditor skills and Public bodies.In the 1^st day of the training discussion were made regarding basic principles of public Procurement Non-discrimination  Transparency, Accountability, Fairness and comp- edition.The training is supposed to continue for 12 days.In the 1^st day of the training more than 60 Federal, regional states and City Administrations procurement professionals have participated
