The EFDRE Public Procurement and Property Administration Agency has given a half day Workshop on Electronic Government Procurement (E-GP) System Implementation Strategy and Road Map on Friday June 8th, 2018 at Hilton Hotel here in Addis Ababa.
Ato Jonse Gedefa Deputy Director General of the EFDRE Public Procurement and Property Administration addressed in his key note speech; Ethiopia is one of the fast growing economies in Africa by registering double economic growth for the last fifteen consecutive years. This growth is achieved because of huge investment in Human capital, infrastructure, energy and investment on Public Financial Management system. Because Government of Ethiopia has recognized that a strong Public Financial Management (PFM) system is the cornerstone for improved service delivery. Services can only be delivered with value-for-money if funds are available in a timely manner to spending units, and there is proper accountability, transparency and adequate reporting mechanism.The Deputy Director General stated; Ministry of Finance Economic Cooperation (MOFEC) has been given the responsibility for ensuring that the PFM system is designed to improve service delivery and therefore foster economic development of which Procurement is one of the areas of focus for the reform activities under the PFM.
In addition, Ato Jonse also said about 65% of the Government’s annual budget is expended through procurement and this is mostly in the transport,energy, water, agriculture and education sector. This represents an annual expenditure of about US$3.5 billion; a study undertaken of 137 large contracts in Ethiopia found that it took, on average, 219 days to complete a procurement processes i.e. from advertising to contract signature; and that 36% of the time was spent on administrative reviews and approvals and that all processes are manual and most them are repetitive for off-the shelf goods.Finally, the Deputy Director General recognized FPPA undertook and E-GP Readiness Assessment in March, 2018 through a consultant engaged by the World Bank.

nt was very through and understood it measured our readiness against nine components. Different Papers has been presented on the Workshop: ‘Status of E-GP in Ethiopia and benefit of E-GP’; by Mrs. Glorya Ngoma (E-GP manager of E-GP Project in FPPA); by Dr. Abiyot Bayu ‘Insights on E-Government Strategy’ by Mr. Passcal Tegwa (World Bank) ‘Global experience on E-GP’ and by Dr. Rajesh Shakya ‘Ethiopian E-GP Strategy, Readiness Assessment and Implementation plan’.On the Workshop questions and comments have been raised by the participants and answers were given for questions.In this a half day Workshop 70 Participants of FPPA’s staff and different Stakeholders were participated.
